For most configurations, a restart is needed for servers to pick up changes.In reality, you need a fully-distributed configuration to fully test HBase and to use it in real-world scenarios.In a distributed configuration, the cluster contains multiple nodes, each of which runs one or more HBase daemon.You must be able to connect to all nodes via SSH, including the local node, from the Master as well as any backup Master, using a shared key rather than a password.You can see the basic methodology for such a set-up in Linux or Unix systems at "Procedure: Configure Passwordless SSH Access".
